Premium processing is not available for EAD applications.
H4 spouses can get an EAD only after the H1B holder's I-140 is approved.
EAD processing times vary, check USCIS website for current estimates.
To indirectly speed up the process, focus on expediting the I-140 by submitting a complete PERM application, considering premium processing for I-140 (if eligible), and providing strong supporting documents.
