What happens if someone overstays their tourist visa in the U.S.? Are there penalties for re-entry?

Overstaying a tourist visa can result in penalties, including bans on re-entry (3 or 10 years) and difficulties obtaining future visas.

Ofcourse there penalties. You can even get banned from coming again.
