My sons I-130 was approved, but he just moved to a new country. Does this affect his consular processing case?

Ah, yes. It can affect his consular processing so he has to inform National Visa Center about his new address

He should tell NVC immediately to transfer his case to the US embassy in his new country

Yes, he must update his address with the National Visa Center (NVC) and may need to transfer his case to the U.S. embassy in his new country.
