I was denied a visa due to a previous overstay. Can I reapply, or am I permanently barred from entering the U.S?

If your overstay was under 180 days, you may still be eligible for a new visa.

If your overstay exceeded 180 days but was less than a year, you may face a 3-year reentry ban.

If you overstayed for more than a year, you could be barred for 10 years but may apply for a waiver.

Yes, that's if your overstay is above 180 days
