I have someone in the U.S. who has promised to marry me and asked me to come to the U.S. but he isn't sponsoring me. Can I just apply for a visa since he already promised to marry me even though we aren't married yet?

A promise of marriage is not sufficient for obtaining a visa; you must be married or engaged to apply for a fiancé(e) visa (K-1).

If you get married, your spouse can sponsor you for a green card, but you cannot apply for a visa based solely on a promise of marriage.

If you have another legitimate reason for visiting the US (e.g., tourism, education), explore other visa options, but be cautious of misrepresenting your intentions.
