Can a Green Card holder apply for U.S. citizenship if they have spent a significant amount of time outside the U.S.?

Not sure, but I think they can. Although, staying out of the U.S. for too long may impact their chances. I would advise against it.

No, too much time outside can cause problems. Always best to remain in the US.
