Does the USCIS or any authority requires either party (employer or employee) to pay the attorney fees which are separate from the filing and other fees such as recruitment?

No, the USCIS or any other government authority does not require either the employer or employee to pay the attorney fees associated with immigration cases. Each party I believe is responsible for covering their own attorney fees in immigration matters.
