Can someone on a visiting visa to the US be allowed to change status to permanent residency or they have to return to their country first?

That may be difficult but it's not impossible

You may have a hard time convincing the visa officers that it wasn't your plan all along

Only if the person is eligible and did not intend to immigrate at the time they entered the country
