Can someone on a J-1 visa subject to the 2-year home residency requirement apply for a waiver while in the U.S.?

Yes, they can apply for a waiver under certain grounds (no objection, persecution, hardship, etc.).

If approved, they can then move to another visa or adjust status without leaving the U.S.
