Every applicant seeking an EB-3 visa must be supported by a specific, permanent, full-time job offer from a U.S. employer. This job must fall into one of three distinct categories recognized under the EB-3 classification: skilled workers, professionals and unskilled workers. The employer must be willing to sponsor the foreign national by initiating the process through a PERM labor certification and filing Form I-140 with USCIS. Without this qualifying job offer and employer sponsorship, it is not possible to apply for or receive an EB-3 visa.
