Why do many immigrants become permanent residents but not US citizens? Is it so difficult?

I think most people are content with the benefits of being permanent residents

Well, you have to pass some tests but I think a downside is that some countries don't allow dual citizenship. Many immigrants from those countries won't want to lose their original citizenship.

It's not so difficult as long as you prepare well for the English and Civics test. And if you meet the requirements to qualify for citizenship.
