Which type of visa is for a priest that wants to move to another country to head a parish?

R-1 visa is for religious workers to enter the US

It depends if the Priest wants to stay temporarily or permanently. r-1 visa is for temporary work, while EB-4 Special Immigrant Religious Worker category, where the church will have to sponsor the Priest.
