Whats the difference between permanent visa card and green card?

I think you mean a permanent resident card, which is the same thing as a green card

There's no such thing as a permanent visa card

A green card gives you permanent residency, so it is also called a permanent resident card

Visa is different from green card. A visa only allows you to stay temporarily but green card lets you stay permanently. So, there can't be a permanent visa card
