What happens if someone applies for naturalization but has spent more than half of the required residency period outside the U.S.?

They may be denied naturalization due to failing the continuous residence and physical presence requirements.

Long absences (especially over 6 months) can break continuous residence unless strong ties to the U.S. are shown.

Absences over 1 year without a reentry permit almost always break the residency requirement, forcing them to start over.
