What happens if a Diversity Visa Lottery winner is selected but does not complete the process before the fiscal year ends?

DV visas can only be used in the same year you were chosen for the lottery. So, their application is no longer valid and they will need to reapply.

They cannot carry over or extend the approval to the next year.
