The consulate returned my immigrant visa petition to USCIS for reconsideration. What does that mean for my case, and what should I expect next?

When a consulate returns an approved petition to USCIS, it usually indicates concerns about eligibility, documentation, or possible misrepresentation. USCIS will review the returned petition and may issue a Notice of Intent to Revoke (NOIR) to the petitioner, giving an opportunity to respond. The petitioner must provide strong evidence to address the concerns raised by the consular officer. The process can take several months or longer.
