My sisters husband want to sponsor her for green card. His money is enough to sponsor her, who can he choose for joint sponsorship?

He can choose someone that their combined income will meet the requirement threshold which is 125% of federal poverty guideline

Yes. There can be a joint sponsor but the sponsor must be a citizen or lawful permanent resident and at least 18 years old
