She can apply for work visa like Eb3 and list her children as dependents

Employment visa can sponsor her or family visa if a sibling can sponsor her. She can apply with her children

If she is in a relationship with a US citizen, she can apply for fiancé visa. Some types of employment visa will also allow her to move with her kids.
