My sister in law’s naturalization ceremony was cancelled. But she passed the citizenship tests and interview. What does this mean, please? Hope she doesn't have to start the process all over again?

It's just an administrative delay. I don't think she'll have to start over

It will most likely be rescheduled

Tell her to keep checking her messages to updates about the new date it will hold. She already passed the exams, there should be no problem

Her application is still approved. USCIS will reschedule the oath ceremony once the delay is over. In rare cases, it may mean they are doing some final checks
