My program is 4 years but my F1 visa is only valid for 2. Can I still stay legally for all 4 years?

You can stay as long as your form I-20 is still valid

I think that your legal stay is tied to your program not the visa stamp

Yes, you can stay legally for all 4 years as long as you maintain your student status; the visa is only for entry, not your stay duration.
