My niece is in America on a visitor visa and just got admission to a university. Can she start her classes on the visitor visa for now?

That is not allowed

She needs to get the right visa for that. An F-1 student visa

No. She has to change to a study visa before starting any classes. She may have to leave first, then come back on an F1 visa
