I was laid off 45 days ago on H-1B. A new employer is filing a transfer this week. Can I start working once it’s filed, or do I need to wait for approval?

If the new employer files the H-1B transfer before your 60-day grace period ends, you can generally start working as soon as USCIS receives the petition (not when it’s approved). Make sure it’s filed on time and properly documented.

I think you can start working once your new employer has successfully filed the petition on your behalf
