I know someone that has been living in the US for years without status. Can he apply for Tps?

He can apply only if his country is on the TPS list

The first question to ask is if his country is part of the accepted countries for TPS. Then he has to meet the other requirements

Only if he meets all the requirements to apply for TPS.
