I am planning to apply for my father as a U.S. citizen. He is currently in the United States on a visitor visa. When can I apply for him? what are the steps?

You cannot apply for him as a citizen, you can only sponsor him for permanent residency

First, are you a citizen? Only then can you sponsor your father for a green card. That is the first step before he can apply for citizenship

You can sponsor him for a green card, not citizenship. But he will have to return to his country first. Him being on a visitor visa can be a red flag

You can't apply for someone for citizenship. Immigrants have to apply for naturalization by themselves
