If you are a U.S. citizen and applying for a U.S. passport, you must apply through the U.S. Department of State.
If this is your first U.S. passport, you need to apply in person using Form DS-11. You will bring proof of U.S. citizenship such as a birth certificate or naturalization certificate, a valid photo ID, one passport photo, and payment of the required fees. The application is submitted at a passport acceptance facility, such as a U.S. Post Office, clerk of court, or some public libraries. An appointment is usually required.
If you are renewing a passport and meet the eligibility rules, you may be able to use Form DS-82 and apply by mail instead.
