Can someone with Temporary Protected Status (TPS) apply for permanent residence?

TPS does not directly lead to a Green Card.

If eligible through another category (such as marriage to a U.S. citizen), adjustment may be possible.

Yes, but not through TPS. You can apply through family-based or employment-based petition.
