Whether your spouse can work in the U.S. as a dependent depends on your visa type.
H-4 visa holders (spouses of H-1B workers) may work if they obtain an Employment Authorization Document (EAD).
L-2 and E-2 dependent spouses can generally work without needing a separate work permit.
J-2 may also allow work with an EAD.
So, it all depends on your visa type.
