Yes. international students can bring their spouses to the US

The spouse can get a dependent visa to travel but they aren't allowed to work

F-1 student visa holders can get F-2 dependent visas for their spouses. Employment is not permitted

Spouses can only work if the primary visa holder is on a J-1 exchange visa. The spouse will get a J-2 visa which allows them to apply for a work permit
