If you owe past-due child support, USCIS may request documentation showing you are making consistent efforts to pay, such as a payment plan or proof of recent payments. Simply owing child support does not automatically disqualify you, but willful failure to pay is taken seriously. The officer reviewing your application will consider whether you are actively resolving your obligations.

You can apply but USCIS may consider it when determining your moral character. It may not be an issue if you can prove to them that you are doing your best to pay up.
