CLIENT
My uncle want to apply for US citizenship. He has green card but he can't speak English well. Can he still become a citizen?

He need to be able to speak and write in English but there are some exceptions. If he is more than 50 years old with 20 years as a green card holder or 55 years old with 15 years as a green card holder

It is a requirement that he is able to speak and write in English, however, there are exemptions based on certain factors.
